Essential Job Functions:

  • Provides leadership, guidance and direction to assigned areas of SMA Healthcare; directly supervises program supervisors and other staff who provide services to children and/or adults who have been identified as experiencing difficulty due to mental illness, substance use disorders, or behavioral problems; monitors program activities; ensures continuity between programs and departments; plans new initiatives; writes documents and reports, and other activities, as directed. Maintains security in alignment with pertinent rules and regulations of DOC, DJJ, DCF and/or other governing standards, as appropriate.
  • Reviews and writes policies and procedures for alignment with organizational mission, vision, values, and approved clinical techniques; reviews clinical studies and client needs; recommends clinical and operational policy revisions as needed; reviews departmental monthly reports and meeting minutes, reviews unusual or complex treatment and operational concerns/complaints made by clients, the public, state, and local agencies; performs client advocacy work.
  • Develops and maintains program policies and procedures in conjunction with other division managers to ensure consistency in the delivery of services across all agency operations.
  • Oversees and assists with program budget planning; reviews opportunities for new funding; reviews program expenses; facilitates fiscal information exchange between departments.
  • Oversees assigned personnel actions; conducts performance evaluation reviews and meetings with staff, as needed; establishes standards for work performance; ensures development and training of staff; takes appropriate action to ensure provision of quality services.
  • Makes presentations to other agencies and community groups as authorized by Senior Vice President; may act as liaison with other agencies, payors, and the community, when directed. Performs related work as required.
  • Oversees the operation of the Central Receiving System in Volusia and Flagler Counties. Submits regular reports to DCF and LSF thereto. (Designated DCF/LSF Point Of Contact for Circuit 7 CRS.)
  • Hosts Volusia/Flagler CRS Interagency Meeting monthly and distributes meeting notes to stakeholders.
  • Oversees the design and implementation of the Crisis Services Division Seclusion and Restraint Reduction and Elimination Plan and provides annual reports thereto.
  • Ensures that Seclusion and Restraint Oversight Committee meets weekly to perform SANDR Review and that minutes are recorded.
  • Ensures all implementations of Seclusion and Restraint (SANDR) are logged in the State SAMH SANDR Tracking System by the 10th of the subsequent month.
  • Serves as Designated Facility Administrator per all applicable State Statutes and regulations (e.g., Baker Act, Marchman Act).
  • Serves as Designated Facility Administrator for the State Attorney's Office, Office of the Public Defender, and Circuit 7 Judicial Court System.
  • Ensures facility compliance with all State issued orders including, but not limited to, AHCA HFRS in emergency events when declared by the Office of the Governor.
  • Provides 24/7 on-call phone coverage, or delegates accordingly, as DCF/AHCA/LSF Designated Facility Administrator.

Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum Education and/or Experience: A minimum of a Master's degree and five (5) years progressively responsible experience in the delivery of crisis services to the behavioral health population, a minimum of five (5) years of experience in the delivery of substance use disorder treatment services in a residential setting pursuant to Florida Administrative Code 65D-30, and documented experience and/or training in the implementation and oversight of NREPP-registered treatment protocols. Possession of a CAP, LMHC, LMFT, or LCSW a plus.

Knowledge/Skills/and Abilities:

  • Extensive knowledge of substance use disorders, mental health, psychiatry, counseling, and correctional procedures. Extensive knowledge of methods, theories, techniques and principles of providing direct clinical treatment, consultation, and direction to children and/or adults who have been identified as experiencing difficulty due to mental illness, substance use disorders, or behavioral problems, to include involvement in the criminal justice system.
  • Extensive knowledge of rules, regulations, safety procedures, state, federal, and local laws, and legislative requirements pertaining to treatment programs and program compliance.
  • Considerable knowledge of personnel and administrative policies and procedures, as well as knowledge of principles of supervision.
  • Experience with program budgetary planning.
  • Ability to supervise and guide the work of others in making complex client treatment/clinical decisions.
  • Ability to incorporate cultural and age appropriate care into all aspects of communication and client care.
  • Ability to communicate effectively both orally and in writing with other employees, program staff, clients, outside organizations, and others.
  • Ability to establish and maintain effective working relationships with other employees, medical and clinical professionals, and the general public. Ability to prepare clear and concise written reports.

Necessary Special Requirements: 

Possession of a valid Florida driver's license and acceptable driving record to drive SMA vehicle and/or use personal vehicle for SMA business. Proof of personal automobile insurance if the position requires you to drive your own vehicle for SMA business (does not include incidental use). Complete State of Florida mandatory level 2 background screening prior to start of employment if direct contact with children/adolescents, vulnerable adults, or the developmentally disabled may be involved. Complete Mandt training, CPR, First Aid and HIV/AIDS training during the first six (6) months of employment and updated if required.

Physical: Mobility and ability to bend and reach during an 8-12 hour day. Able to lift minimum 10 pounds. Visual and auditory acuity sufficient to evaluate, intervene, treat, and record client health care needs. Fine motor skills for legible and accurate charting, daily correspondence and presentation, either manually or orally. Work endurance ability to work 8-12 hour shifts with a meal break, as possible. Routine 8-12 hour shifts. Hours and days off may vary. Extra hours may be required. Work assignment locations may vary.
